Trump Tightens Rules on Defense Supply Chains, Eyes China

President Donald Trump signed an executive order Monday to strengthen U.S. defense supply chains and reduce reliance on foreign suppliers, particularly China. The order increases scrutiny on waivers allowing defense contractors to purchase minerals from prohibited countries.

Contractors will now need to demonstrate exhaustive efforts to source materials domestically and provide detailed plans for removing foreign materials from their supply chains. The move responds to concerns about China’s dominance in rare earth minerals, approximately 90% of the world’s processed supply originates there, and a desire to bolster U.S. manufacturing.

The White House views prioritizing domestic production as essential for maintaining a competitive edge. Starting January 1, 2027, Secretary Pete Hegseth and military department secretaries will cease issuing waivers without a comprehensive mitigation plan from contractors. Utah is positioned to potentially benefit from this shift, with ongoing legislative efforts to establish the state as a hub for critical mineral production and processing, including the White Mesa Mill and Ionic Mineral Technologies.
