Ukraine Streamlines Child Evacuation From War Zones

Ukraine’s Ministry of Social Policy, Family and Unity approved a revised procedure for the mandatory evacuation of children from areas threatened by war. The new resolution establishes a coordinated framework for state services to quickly evacuate children facing danger, provide necessary protection and assistance, and place them in safe environments.

The updated rules legally define the term “evacuated child” and detail post-evacuation care, including medical examinations and needs assessments. Priority for temporary placement will be given to relatives or trusted individuals, with foster families and social protection institutions as alternatives.

The resolution also addresses scenarios where parents do not maintain contact or fulfill parental duties after evacuation. This change comes after Parliamentary Commissioner for Human Rights Dmytro Lubinets noted a lack of systematic evacuation efforts from frontline regions, aiming to improve the wellbeing of vulnerable children.
