US Senate Links Peace to Child Returns

United States Senators Chuck Grassley and Amy Klobuchar are leading a push to tie the return of Ukrainian children to any future peace agreement with Russia. The bipartisan Senate Resolution 236 formally demands Russia unconditionally return all Ukrainian children before the US will support a peace deal. Ukrainian authorities report at least 19,546 confirmed cases of unlawful deportation and transfer, with only 1,274 children returned as of April 16, 2025.

Lawmakers are also advancing legislation to provide US support for tracking abducted children and holding those responsible accountable. A separate bill proposes designating Russia as a State Sponsor of Terrorism if Moscow fails to return more than 19,000 children. The EU and Canada are coordinating with Ukraine to trace, return, and reintegrate the children, and have imposed sanctions on individuals and entities involved.

Ukraine views the deportations as an attempt to erase Ukrainian identity, with reports of children receiving Russian documents and undergoing forced assimilation. While these legislative efforts are underway, challenges remain in verifying returns and ensuring successful reintegration for the children. The work to reunite families and address this alleged crime continues.
