Spain Debates Highway Tolls Amid Deteriorating Roads

Researchers at the Polytechnic University of Madrid and GAMES Economics released a report questioning how Europe will fund necessary highway modernization without new taxes or debt. The study points to a growing need for investment due to increased traffic, extreme weather, and the demands of modern, connected mobility.

Much of Europe’s road network was built decades ago and is now showing its age. The report suggests a return to concession models, private companies building or maintaining infrastructure in exchange for payment via tolls or public funds, as a viable solution.

In Catalonia, regional leaders recently reopened debate about reinstating tolls on the AP-7 highway following increased accidents and congestion. Industry groups estimate that 71.861 billion euros are needed to improve European highways by 2035, with Spain alone requiring 13.491 billion euros to address severe damage. Stakeholders disagree on the best approach, but all acknowledge the need for sustainable funding.
