Spain Expands Cultural Voucher for Young Adults

Spain’s Minister of Culture, Ernest Urtasun, announced an expansion of the youth cultural voucher program this Tuesday. The program will now allow 18-year-olds to use the roughly 400 euro voucher to purchase musical instruments and art supplies. It previously covered access to live performances, films, and digital content.

Urtasun stated the goal is to broaden participation in cultural activities beyond consumption. The Ministry of Culture intends to reach more young people, especially in rural areas and disadvantaged communities. They will partner with third-sector organizations to promote the program and assist with applications.

In 2025, about 363,054 young adults benefited from the voucher, representing 68.5% of the eligible population. However, access isn’t universal, and the Ministry acknowledges a need to reach those who don’t currently apply. The program, starting in 2026, will offer two options for spending the funds—focused on one category or distributed across multiple areas.
