Valencia to Rebuild Flood-Damaged Torre with 1,200 Homes

Valencia’s regional president, Juanfran Pérez Llorca, and mayor María José Catalá signed an agreement to rebuild the Torre district following the severe flooding of October 29, 2024. The plan prioritizes the construction of 1,206 protected housing units, 981 for sale and 225 for affordable rental, along with nearly 7,000 square meters of public facilities.

The project aims to provide new residential opportunities for affected families and improve housing access in the metropolitan area. The reconstruction will utilize a special urban planning tool designed to expedite the rebuilding process.

Llorca criticized the Spanish government for not adapting regulations to allow for faster recovery, noting that only around 5% of the 1.7 billion euros transferred for reconstruction has been spent. Valencia’s regional government claims to have completed 90% of its civil works and launched all initiatives under its Endavant plan. The city council has already invested over 30 million euros in renewing infrastructure within the Torre district.
