Australia Maintains 2027 International Student Cap Amid Declining Applications

The Australian government will maintain its 2027 national planning level for international student commencements despite a recent decline in visa applications. Ministers Jason Clare, Andrew Giles, and Julian Hill jointly announced the decision, citing a need for stability in the country’s international education sector.

Public universities will continue to receive the largest share of student allocations, with vocational and private institutions receiving similar quotas to 2026. The government will exempt TAFE students, those from Pacific island nations and Timor-Leste, and scholarship recipients from the cap.

This decision follows recent reforms that tightened visa rules and increased financial requirements for applicants, aimed at managing net overseas migration. Officials anticipate student numbers will remain below the planning level, and providers will not receive lower allocations than in 2026. Universities have cautioned that stricter policies and rising costs, including a 25% increase in student visa fees, could harm Australia’s competitiveness against other study destinations and put a $55 billion industry at risk.
