Vietnam Invests in Basic Research for Future Innovation

Viet Nam is prioritizing basic research as a key component of its strategy to become a high-income developed country and achieve technological self-reliance. The Vietnamese government, through resolutions like No. 57-NQ/TW, views investment in foundational scientific inquiry as essential for sustainable development. Institutions like the Việt Nam Academy of Science and Technology (VAST) and Việt Nam National University, Hà Nội, are increasing research output.

Recent data shows encouraging progress. VAST published 2,437 scientific papers in 2025, while VNU Hà Nội researchers produced over 10,500 publications between 2021 and 2025. However, experts note that investment remains limited and a strong national research ecosystem is still under development.

Leaders emphasize the need to overcome obstacles, align research with national priorities, and transition to a demand-driven model where research addresses specific challenges identified by the state and businesses. The focus is on establishing a long-term foundation for Việt Nam’s future development.
