Phú Thọ Province Streamlines Government for Faster Service

Phú Thọ Province in Vietnam implemented a two-tier local government model over a year ago, consolidating administrative agencies and shifting responsibilities to the commune level. The transition initially increased workload for local authorities but ultimately fostered more efficient coordination between levels of government. This reform moved commune-level authorities from simply processing paperwork to proactively serving residents, prioritizing their needs in public service delivery.

The province reduced the number of specialized agencies from 91 to 26, improving management capacity and progressing in digital transformation. Phú Thọ now operates leading commune-level Public Administration Service Centres and has standardized over 2,092 administrative procedures.

Residents report clearer explanations of procedures and increased convenience through online submissions and faster processing times. Local authorities are also actively engaging with communities to address issues before they escalate, fostering trust and ensuring effective policy implementation.
