Europe Seeks Tech Leadership Beyond Regulation

The European Union is moving beyond regulating technology and investing in building its own competitive tech industry. The EU currently relies on countries outside the bloc for over 80 percent of its key digital components, services, and intellectual property, prompting the recent adoption of a Tech Sovereignty Package. This package focuses on expanding AI infrastructure, cloud capacity, semiconductor production, and diversifying supply chains. European lawmakers view technological capability as a strategic issue, potentially impacting global power dynamics.

Balancing these ambitions requires careful diplomacy with both China and the United States, particularly concerning trade, critical materials, and digital taxes. The EU aims to foster openness with partners who share its standards, avoiding isolation while strengthening its digital independence.
