Shenzhen’s Rise: A New Model for Development

Shenzhen, China, transformed from a small fishing village to a global metropolis of over 18 million people in four decades. Initially facing challenges like poor infrastructure and limited capital, the city prioritized innovation, coordination, green growth, openness, and shared prosperity.

Shenzhen now hosts more than 25,000 high-tech firms and has seen substantial growth in sectors like artificial intelligence and robotics, with industrial output increasing by over 12% in some areas. The city uniquely integrates historical preservation with modern development, exemplified by the revitalization of Nantou Old Town, a settlement with a 1,700-year history.

Shenzhen also invested heavily in ecological restoration, fully electrifying its public transportation and allocating over US$17.7 billion to river restoration projects. With a focus on inclusivity, Shenzhen dedicated 67.7% of its municipal budget, US$45 billion in 2025, to social programs like education and healthcare.
