Karnataka HC Orders Reforms to Speed Government Litigation
Why this is here: The court specifically mandated a state-level litigation monitoring dashboard to provide a centralized view of all government legal cases and associated deadlines.
The Karnataka High Court directed the state government to implement a technology-driven system for timely filing of appeals. The Kalaburagi Bench issued the order on March 11, 2026, after dismissing a state writ appeal filed with a 321-day delay. The court found the delay unacceptable and linked it to unstructured processes and a lack of accountability within government departments.
The court ordered the Chief Secretary of Karnataka to create a framework for monitoring judicial orders and limitation periods. This includes a digital registry, mandatory timelines for legal review, automated alerts, and designated litigation officers.
The court also seeks integration with the e-Office system for real-time tracking. It requires the Chief Secretary to submit an affidavit detailing the current system and proposed reforms, emphasizing the law of limitation applies to the state as well. The case stemmed from a 2024 order regarding a grant-in-aid scheme.
