India Scales Up Teacher Program Before Finalizing Curriculum

The National Council for Teacher Education (NCTE) in India is expanding its four-year Integrated Teacher Education Programme (ITEP) despite lacking a finalized curriculum framework. The ITEP is slated to be the sole qualifying program for school teacher recruitment starting in 2030, a mandate from the National Education Policy (NEP) 2020. Originally a pilot program with 3,950 seats in 2023, ITEP now offers over 24,000 seats across more than 300 institutions.

A committee submitted the framework to the Union education ministry in April 2024, but it remains unreleased. Academics express concern that a program handbook is insufficient, comparing a curriculum framework to a constitution that guides more specific regulations. Concerns include uncertainty regarding teacher competencies, weak integration of theory and practice, and institutions struggling to transition from traditional teacher education models.

The delay impacts both pre-service and in-service teacher training, leaving a gap between the new school curriculum and teacher preparation. Experts warn that without the framework, teachers may be ill-equipped for the reforms outlined in the NEP, and institutions lack the flexibility to tailor the curriculum to local needs.
