California Expands Digital Driver’s Licenses with New Law

California Governor Gavin Newsom signed SB 169 into law, modernizing the Department of Motor Vehicles and expanding access to mobile driver’s licenses (mDLs). The law increases the percentage of licenses eligible for digital format from 15% to 60% of all California licenses in circulation. This expansion aims to reduce the need for in-person DMV visits and streamline identification processes for millions of residents.

The SB 169 also eliminates outdated paperwork and modernizes communication methods, such as digital renewal notices. California has already seen over 3.5 million residents request the mDL since the program’s pilot launch in August 2023, signaling growing trust in the digital format. The changes are expected to particularly benefit communities with limited access to transportation and those who rely on vehicles for work.

Beyond the mDL expansion, the law supports infrastructure preparations for the 2028 Los Angeles Olympics and seeks to reduce administrative costs for the state. The DMV continues to integrate technologies like artificial intelligence and QR codes to further improve efficiency and security.
