California Launches Digital “Career Passport” to Expand Job Access

California officials launched a pilot program for the California Career Passport, a digital tool designed to help workers showcase their skills, credentials, work experience, and training. The state intends to better connect job candidates with employers by verifying data and reducing reliance on four-year college degrees as the primary hiring filter.

The pilot, running from June 17, 2024, to August 24, 2026, will involve real users and four selected technology providers. California will gather feedback and technical performance data during this phase to finalize provider selection. The “Career Passport” functions as a portable digital record, combining traditional academic transcripts with skills and credentials gained through work, military service, apprenticeships, and other experiences.

Governor Gavin Newsom stated the program aims to connect skilled workers with opportunities they might otherwise miss. This initiative is part of Newsom’s Master Plan for Career Education and aligns with the state’s “earn and learn” policies. California hopes this new approach will change how job readiness is demonstrated, offering a pathway to better jobs for those without traditional degrees.
