GCC Nations Explore Cross-Border Planning for Regional Growth

Researchers examined how Gulf Cooperation Council (GCC) nations are moving toward collaborative urban and regional planning, shifting away from traditional state-focused approaches. The study analyzes the conceptual underpinnings, governance structures, and practical applications of regional integration within the GCC, considering socio-economic, social, geopolitical, spatial, and environmental factors. While projects like the GCC Railway Network and the King Fahd Causeway demonstrate progress in spatial and economic integration, national sovereignty concerns and bureaucratic obstacles often hinder development.

The analysis contrasts GCC initiatives with established models like the European Union, noting unique challenges to implementation. The research proposes specific steps to improve transnational corridor development under Saudi Vision 2030.

These include defining cross-border regions, creating dedicated governance groups, using digital tools to resolve border issues, and establishing a regional planning observatory. The study introduces a five-dimensional analytical framework intended to evaluate and guide future cross-border planning efforts within the GCC.
