AI Adoption in Government Hinges on Training, Not Just Tech

Researchers at two Brazilian government agencies, the Sectoral Internal Control Office of the Federal District Department of Health and the Internal Control Unit of the Federal District Department of Economic Development, Labor and Income, found that lack of training, not technology, is the primary obstacle to implementing generative AI. The team developed and deployed a four-layer training program in both units throughout 2024 and 2025.

Official government data showed the method correlated with significant productivity increases. Average processing time decreased by 18.2% at the health department and by 50% at the economic development unit.

The economic development unit also reported an 85% jump in technical report production and issued 286 formal recommendations to public managers. They analyzed cases totaling US$94.8 million in value.

The methodology proved portable across agencies with different goals, adhered to data-protection laws, and utilized free AI models, making it accessible even with limited budgets. Further research will explore broader application of this training method to other public sector organizations and assess long-term impacts on efficiency and decision-making.
