Portugal’s Deposit Return System Recovers 100 Million Packages

In Portugal, the “Volta” deposit return system has collected 100 million single-use beverage packages, achieving a 38% return rate. SDR Portugal, the organization managing the system, reports rapid adoption by citizens despite recent instances of vandalism targeting recycling bins in search of the deposit value.

Similar issues occurred when deposit return systems launched in countries like Germany, the Netherlands, and Ireland. These nations addressed the problem through infrastructure adjustments, increased surveillance, and public awareness campaigns.

SDR Portugal is collaborating with municipalities and economic operators to strengthen collection networks and adapt solutions. The organization emphasizes scientific evidence demonstrating that deposit return systems reduce waste and improve public space management.

Currently, Portugal has over 2,500 automated “Ponto Volta” locations, alongside manual collection points and kiosks. The system is privately funded by producers and packaging distributors, with unclaimed deposits reinvested into the system, and aims to help Portugal meet EU environmental goals and avoid further fines, totaling 600 million euros in the last three years, for failing to meet recycling targets.
