Israel Passes Law to Curb Illegal Construction Waste

The Knesset passed a law on Thursday regulating construction waste management throughout Israel. The legislation aims to minimize environmental damage caused by illegal dumping of materials like concrete and asphalt, approximately one million tons are illegally dumped annually, and to promote the reuse of construction debris.

The law establishes a framework for tracking waste from building sites through processing and recycling, requiring registration and licensing of all involved parties. Payments to haulers will be processed via a government clearinghouse, ensuring waste reaches authorized facilities before funds are released, and GPS tracking will monitor transport trucks.

Local authorities gain expanded enforcement powers and can collect waste from small producers for a fee. However, funding for implementation remains unclear as the measure was not included in the 2026 state budget, and the law does not apply to the West Bank, where illegal dumping is prevalent. Environmental groups are celebrating the law as a significant step towards cleaner air and landscapes.
