Malta Will Provide AI Access to Citizens

The government of Malta signed an agreement with OpenAI and Microsoft to offer ChatGPT Plus and Copilot to all citizens and residents. The Mediterranean nation intends to make the premium versions of both AI platforms accessible in May. Residents must first complete a free online course developed by the University of Malta.

The “AI for All” course aims to teach responsible AI usage for daily life, studies, and work. It is open to both adolescents and adults. Malta’s Minister of the Economy, Silvio Schembri, stated this pairing of education with access will offer concrete aid to families, students, and workers.

This initiative builds on Malta’s strategy, begun in 2019, to broadly implement AI across sectors like education. Financial details of the agreement remain undisclosed.

While OpenAI and Anthropic have partnered with other governments—Greece, Iceland, and the UK—Malta is the first to offer full subscriptions to its population. The long-term effects of widespread AI access are still being studied.
