Hong Kong Launches AI Education Plan, Faces Implementation Challenges

Hong Kong authorities released an AI education blueprint incorporating feedback from educators and researchers. The plan includes an AI pedagogical framework, a resource platform, and teacher training in AI literacy. A recent survey by Our Hong Kong Foundation revealed that 66% of teachers integrate AI tools into their classrooms, though usage varies significantly by subject.

The survey found 89% of information and communication technology teachers utilize AI tools, compared to only 40% of visual arts, music, and history teachers.

Successful implementation requires curriculum renewal across all subjects and substantial support for teachers already facing heavy workloads. Without these changes, the blueprint risks superficial adoption or resistance. The next step involves integrating AI literacy into learning objectives and providing teachers with the resources to effectively use AI to enhance teaching and learning.
