Dutch Government to Prioritize Social Goals in Procurement

The Dutch Ministerraad approved the Agenda for Socially Responsible Tendering and Procurement (MVOI) 2026-2030, outlining a plan for national and local governments to use their purchasing power to address societal challenges. The agenda builds upon existing plans and seeks to shift focus from individual tenders to strategic procurement as a tool for impact.

Public organizations in the Netherlands collectively possess approximately 116 billion euros in annual purchasing power. The new agenda aims to direct this spending toward sustainable market changes in areas like climate, circularity, biodiversity, human rights, and inclusion.

The MVOI 2026-2030 prioritizes twenty product chains, including ICT hardware and construction materials, where targeted collaboration with businesses can accelerate sustainable transitions. A new implementation program starting in 2027 will provide public organizations with resources and support to maximize the social and environmental impact of every euro spent.
