Paris Redesigns City to Beat Heat Now

Paris is rapidly redesigning its urban landscape to address the immediate effects of climate change, following a deadly heat wave in June. The city, under recently elected Mayor Emmanuel Grégoire, is implementing the Bioclimatic Local Urban Plan (PLUb) model.

This shifts focus from long-term goals to prioritizing immediate action against current climate impacts. The PLUb model integrates the city’s existing “15-minute city” concept, allowing residents access to daily necessities within a short walk or bike ride, with aggressive greening and building renovation targets.

By 2050, Paris aims to have 40 percent of its territory vegetated or free of paving, and require 65 percent greenery on large development sites. The move comes as France experiences warming at twice the global average, and acknowledges that previous climate plans focused on 2050 targets were insufficient.

City officials are also working to reduce reliance on air conditioning, which could strain the power grid and introduce potent greenhouse gases. Paris hopes its model can be replicated by other cities facing similar challenges.
