UK Delays Mandatory Flexible Plastic Collection To 2030

The Department for Environment, Food & Rural Affairs (Defra) in the UK has pushed back the mandatory collection of plastic films and flexible packaging to April 1, 2030. The original deadline was March 31, 2027.

Local authorities had expressed concern about a lack of domestic reprocessing infrastructure and established end markets for these materials, issues echoed by the Local Authority Recycling Advisory Committee (LARAC). While some, like the Environmental Services Association (ESA), view the delay as correct given current market limitations, others, including Ecosurety, criticize the decision, arguing it will further discourage investment.

Recent trials, such as the FlexCollect project involving 10 UK local authorities, demonstrated the feasibility of kerbside collection of flexible plastics. The additional three years will be crucial for building necessary infrastructure and clarifying policy, but stakeholders disagree on whether the delay will help or hinder progress towards a circular economy. The decision also raises questions about policy alignment across the UK’s constituent nations.
