West Lake University: A New Model for Chinese Higher Education

West Lake University founder Shi Yigong detailed his motivations for establishing the private research university during a recent Tsinghua University graduation ceremony. He explained his decision stemmed from a need for a “small but exquisite” new type of university in China, one focused on exploring innovative paths in higher education and technological advancement. West Lake University isn’t intended to replicate existing institutions, but rather to serve as a “special forces” unit driving reform in areas like governance, talent development, and research.

Shi Yigong’s move aligns with economist Joseph Schumpeter’s theory of entrepreneurship, emphasizing innovation through new combinations of resources. The university combines top scientists, private donations, government support, modern governance, and a focus on basic research to forge a new development model. This also sheds light on the motivations of private college founders in China, many of whom prioritize social service over profit.

Currently, China has approximately one higher education institution for every 43.96 people, compared to roughly one per 9.65 in the United States and one per 15.34 in Japan. The author argues that the issue isn’t the number of universities, but the diversity of models available. West Lake University, having already attracted nearly 300 scientists and achieved original breakthroughs in research, demonstrates the potential of a flexible, focused, and mission-driven new research university.
