Kyrgyzstan’s president signed a law amending the Criminal Code to strengthen penalties for torture. The Zhogorku Kenesh adopted the amendments on February 18, 2026. The revised law clarifies the definition of torture as inflicting physical or mental suffering for various purposes, including extracting confessions or discrimination.

The updated Article 137 now extends liability beyond government officials. It includes individuals performing official functions, even without formal government representation. This covers people exercising control or authority over others, such as employers and contractors.

The law specifically defines these individuals and their responsibilities. It will take effect ten days after official publication.
