Vienna Prioritizes Self-Determination for Residents

In Vienna, Austria, the Fonds Soziales Wien (FSW) focuses on maximizing self-determination and providing necessary support for people with disabilities. The organization offers diverse housing options, ranging from independent apartments with some assistance to fully-supported living arrangements. Susanne Gabrle of FSW notes a recent expansion of partially-supported housing, combining independence with practical help like shopping and housework.

FSW also supports employment and leisure activities. They provide vocational training, job placement assistance, and day programs.

About 15,000 Vienna residents with disabilities currently use FSW’s supported services each year. Crucially, FSW incorporates feedback from a customer council—representing over 15,000 people—into its planning and advocacy with city officials.

While Vienna has earned a gold certification for accessibility at one FSW location, and is implementing the “Inclusive Vienna 2030” initiative, fully realizing the goals of the UN Convention on the Rights of Persons with Disabilities remains an ongoing process. The organization continues to refine its approach to inclusive practices.
