UAE Streamlines University Licensing for Quality, Transparency

Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, approved a National Framework for Licensing Higher Education Institutions in the UAE. The framework introduces unified standards and governance for universities and colleges throughout the country, including those in free zones. This move aims to improve the student experience, strengthen links between universities and employers, and reduce administrative burdens on institutions.

The new system establishes a data-driven monitoring system integrating electronic data between institutions and national records, supporting evidence-based decision-making.

The framework also emphasizes accountability, sustainability, and student protection through requirements related to risk assessment, financial guarantees, and clear guidelines on institutional governance. Officials state the framework aligns with existing quality and performance mechanisms within the UAE’s higher education sector.
