Malta Provides Free ChatGPT Plus to Citizens

The government of Malta will provide all citizens and residents with free ChatGPT Plus for one year after they complete an AI literacy course designed by the University of Malta. This partnership between OpenAI and the Maltese government marks the first of its kind at a national level. The “AI for All” program began its initial phase in May 2026, requiring participants to register with Malta’s online identity system and finish the course covering responsible AI use.

The offer extends to Maltese citizens living abroad, with the Malta Digital Innovation Authority overseeing distribution. Malta’s population of roughly 540,000 makes it the smallest EU member state. While the financial details remain undisclosed, a year of ChatGPT Plus access could retail for around $130 million if all residents enroll.

OpenAI views this as a way to reach users who might not independently subscribe, testing if training and access will create long-term customers. The success of this program hinges on whether the university course can effectively address both AI understanding and responsible usage at a large scale. The program continues as the first course participants begin studying.
