Canada to Observe Next-Gen Fighter Program GCAP

Canada is poised to join the British-Italian-Japanese Global Combat Air Program (GCAP) as an observer, according to reports surfacing ahead of an expected July 21 announcement in London. The move signals Ottawa’s intent to diversify its defense partnerships and assess future fighter jet options beyond its recent order of 16 Lockheed Martin F-35s. As an observer, Canada will gain access to sensitive project information and may contribute flight-simulation training technology, but won’t participate in program contracts.

This decision comes as Prime Minister Mark Carney prioritizes strengthening European defense ties and reducing reliance on US weaponry, following a submarine deal with Germany and negotiations with Saab. Experts caution that sustaining a multi-aircraft fighter force could prove difficult for Canada given its fleet size and existing sustainment issues.

Saudi Arabia also seeks participation in GCAP, but faces opposition from Japan, while Canada presents fewer political and security integration concerns as a NATO member with an established aerospace industry. The program’s advancement could shift Canada’s defense industrial base away from solely US procurement.
